Grassroots Organization Builds Momentum Toward Universal Healthcare
SEATTLE, WA – Health Care for All Washington (HCFA-WA), the state's leading advocacy organization for universal, publicly funded healthcare, convenes its Annual Conference & Business Meeting on November 15, 2025, to advance Washington's pathway toward a single-payer universal healthcare system. The gathering coincides with critical federal policy discussions affecting coverage continuity for up to 500,000 Washingtonians facing changes to Medicaid and Affordable Care Act subsidies in January 2026.
Newly appointed Health Care Authority Director Ryan Moran will deliver the keynote address. Dr. Moran previously managed Maryland's Medicaid program, serving 1.5 million members, and brings significant expertise in healthcare equity and program management. Attendees will have the opportunity to engage directly with Dr. Moran in this virtual open public meeting.
Building on Legislative Success
Founded in 1994, HCFA-WA has championed universal single-payer healthcare while demonstrating consistent legislative effectiveness. We were instrumental in establishing the Universal Health Care Commission in 2021 and continue to actively monitor and report on its progress. During the 2025 session alone, our advocates generated 3,000 messages to legislators, resulting in six priority bills passed into law. These victories include SJM 8004 urging Congress to support universal healthcare principles, SB 5493 increasing hospital price transparency, and SB 5083 ensuring access to primary care through reference-based pricing. HCFA-WA also secured $514,000 in funding for the Universal Health Care Commission and $1 million to transition former Medicaid enrollees to Washington Health Benefit Exchange coverage.
These victories reflect growing recognition that Washington's healthcare system requires fundamental transformation toward universal coverage.
The Single-Payer Vision
Universal Health Care Commission's ultimate goal is to design and implement a unified health care system that provides coverage and access for all Washington residents through a single-payer financing model, pending necessary federal authority. We actively support the Commission as it works toward this goal and to increase access to affordable care and reduce health disparities within the current system.
The Washington State Labor Council recently passed a resolution supporting a single-payer universal healthcare system, signaling broad coalition support for systemic reform.
HCFA-WA actively promotes this model—publicly funded with private provider delivery—as a sustainable path to equitable, affordable healthcare.
